Terms & Definitions

 

 

(T.V.T.O):

It is the abbreviated title of the Iran’s Technical and Vocational Training Organization.

 

Technical and Vocational Training:

It is the training for creating skills and ability to obtain job and skill promotion .After passing this training; it shall be conferred skill certificate.

 

Technical and Vocational Training Center:

Training space is included training workshops, classes, laboratory, administrative space and a secondary facility which has created based on standards and regulations. This training is used for technical promotion and specialization of the employed workers or creating skill in person who have no skill or few skills. These spaces are under protection and management of I.R.T.V.T.O.

 

Instructor Training Center:

It is the training center of TVTO which is used for technical and vocational instructor training or refreshing instructors of private institutes.

 

Private Technical and Vocational Training Institute:

It is a kind of training institute that was formed with the permission of TVTO in compliance with the private technical and vocational institutes formation and management by-law which ratified by cabinet in 1999.This institute holds technical and vocational training courses and providing training elements according to the training and training-technical standards which ratified by TVTO.

 

Training Workshop:

It is the place which was equipped for fulfilling the technical and vocational training programs. In this place, the trainees learn the necessary skills in accordance whit the ratified standards.

 Trainee:

Trainee is a person who participates in the certain technical and vocational training course for learning knowledge and skill acquisition and promotion.

 

Instructor:

Instructor is a person who obtains the necessary condition. Furthermore, the instructor in conformity with skill and training standards should able to transfer technical knowledge to the trainee, using the training workshop equipments and modern technology and fulfilling the evaluation during and end of the course. The classification of the instructor is: assistant instructor, instructor, chief instructor, senior instructor, and master instructor.

 

Certificate:

It is the technical and vocational training skill certificate which is issued by TVTO in compliance with the worker and trainees skill evaluation standards.

 

Skilled Worker:

The skilled worker is a person who passes the technical and vocational training course in the skill levels and obtains the skill certificate.

 

Skill Level:

The quantity of the technical knowledge learning and trainees skill obtaining is classified in conformity with the needs of society. It has classified by TVTO in following chart:

The person beyond becomes skilled to repair and produce one product, has the mental ability to design and management ability to supervisor the workplace.

The person becomes skilled in one skilled. Then he obtains the other skills to promote one job.

The person becomes skilled in the part of one skill.

         3

The person learns the part of one skill because of the physical characteristics (physical disability).

 

High Skills Level:

The high skills level is trained the skilled worker who has ability to fulfill one or more tasks in certain jobs and technical works after obtaining the technical knowledge and experience.

     One kind of this skill is the present long-term training (18-month training). In accordance agreements which signed between TVTO and German Federal Industries Union in 1984, shall be trained the interested people 18 month (2800 hours, special training) according to the ratified standards. The person, who passes this course successfully, is known as the skilled worker. It is necessary to have diploma in the technical and physics & mathematics field and Active Service Completion Certificate for participating in these courses.

 

Skill (level 1):

By virtue of the prepared standards, the trainees who have skill level 2 certificates and want to continue the training courses shall be offered the trainings. After passing these trainings successfully, they take skill level 1 certificate. The duration of the course and education paper change in accordance with the training needs of the job.

 

Skill (level 2):

By virtue of the prepared standards, the trainings are offered to the basic trainees. After passing these trainings successfully, they take skill level 2 certificate. The duration of the course and education paper change in accordance with the training needs of the jobs.

 

Training Capacity of Center:

The number of the trainees, who accept in the training center during a year, is called annual training capacity of center.

 

Training Skill Standard:

It is the title of the training programs that ratified by TVTO which was mentioned in fulfilling the job’s training.

 

Standard Code:

It is a collection of the conventional numbers which was specified by the International Standard Classification of Occupation (ISCO), for creating coordination between separating the fields and subdivision of them. In different countries, it usually changes for national uses.

 

Training Field:

It is the whole training programs related to learn trades.

 

Trades:

It takes place as the whole necessary skills for fulfilling one job. The collection of the same trades is formed the training field.

 

Training Duration:

It is concerned to the training duration and practical and theoretical evaluations of one trade in conformity with the standard.

 

Numbers beside the Name of the Centers:

The numbers beside some of the centers and cities show the relevant center. For instance, 4-Tehran shows Tehran 4 technical and vocational training center.

 

Suffix (f), (m), and (two) beside the Name of Permanent Centers:

TVTO emphasizes to omit the sexual limitations in acceptance of trainees. But to fulfill this politic perfectly, upon existing some training centers in the cities, which are recognized by the words women or men training center, some suffixes are used. The suffix (f) shows the special training center for women, suffix (m) shows the men training center, and suffix (two) shows that the acceptance in both sex is possible.

 

Technical & Vocational Training Organization (TVTO):

TVTO, affiliated to the Ministry of Labor and Social Affairs, was established in 1980 as a result of incorporating three training centers for technical and vocational trainings. TVTO responsible for holding the short-time technical and vocational training courses by virtue of the permission of law. It responsible for the special committee of the informal technical vocational training which was formed by 16 ministry and organization, the worker and management parts, TVTO executes its training activities in public and private sectors.

     TVTO has the central headquarter, 31 general offices throughout the country, and one instructor training center. It always tries to expand international relations with International Labor Organization (I.L.O), International Technical and Vocational Training Organization (I.T.V.T.O), and different countries for gaining the modern science, newly technology and accompanying with international standards.

     In this direction, TVTO with supporting the area of research, irrespective of the interpretation generalities of the organization structure, performs activities in conformity with international standard in the following cases.

 

1.   Training:

Training is the main foundation and duty of the TVTO. It is performed in 1-8 month courses to provide the skilled workers for industrial, agricultural, and services parts and technical promotion by training in the stable centers, mobile centers (rural regions and prisons), training in the garrisons, training in instructor training center, and training in private sector (open schools).

 

1-1        Stable Center:

These trainings, generally considered as basic and specialized trainings, are usually conducted in workshops and centers equipped with special tools and machinery which are installed in a fix place. In 2006, the TVTO had 541 centers throughout the country of which 160 centers are exclusively for women, 227 centers for men, and 154 centers are co-ed.

 

1-2        Training in Mobile Centers:

These mobile units of apprenticeship are designed to compensate the lack of stable centers in far-flung places without any centers where building the centers entail heavy costs and is not worth heavy investments.

     Each of these units was formed from combination of one or more instructors in different fields with the automobile, tent, trailer and related training equipment. These units dispatch to the places which have the sufficiently trainees. After training them, they go to other regions.

 

   1-3 Prisoners Training:

    One the other parts of the training TVTO is prisoners training. As      unemployment and no having skill are one of the causes of collimation to addiction, felony and offense, so having skill in person with formation the first condition for being employed, helps to strengthen personality and person social place.

     In this direction, TVTO via conclusion of the agreement with Prisons Affairs Organization and headquarters for Combat for against Narcotic fulfils in regard to training to prisoners and addicts are cured and self-introducer.

 

1-4 Soldiers Training:

In order to obtain the youth with the employment conditions after their active service, TVTO proposed a plan with title technical and vocational training of soldiers during the active service in Feb.1993 and, after the cabinet’s approval and taking the required permission of the supreme leader, its executive by-laws got notified and announced to all armed forces and TVTO administration.

      According to this rule, TVTO with cooperation the garrisons training office directors in proficiency meetings, after planning and necessary agreement according to standards try to train soldiers in garrisons and after the end of the course and do the exam, then the certificate will be given them.

 

1-5 Training in Industries:

Part of TVTO trainings in chart of the training in industries specific for the labor market employees and in directions to support the work forces and skill level promotion with modern technology does in these charts.

 

  1-5-1   in plant and interplant Training:

In order to expand technical and vocational trainings and to supply skilled human force, these centers are necessity for industries and as regards necessity fields training with supervision and the training’s guidance of general administration of province technical and vocational training.

     In central plant is independent of course of production line from the viewpoint of training equipments and every unit single or some units with participation can establish and manage and interplant training center is the center that is created between two production units in order to vocational skills training by big institutes.

 

 

 1-5-2     on the job Training:

These trainings are performed in order to increase of employed skills in industry, in place and on the real job, without the separation employed of work.

 

1-6 Technical Self- assistant Training:

The technical self-assistant training or public technical training is said to the training that carries out in order to society technical cultural promotion until everybody in society able to use of every kind of means. In accordance with TVTO learns necessary trainings in short time for use, keeping, recognition of wrong and remove from slight defects of domestic instruments or in use engines for interested. This training is fulfilled by television’s way, brochure and etc.

 

1-7 Technical and Vocational Private Institutes Training:

In accordance with the definition of private institutes in previous pages, the necessity of learning of technique and vocation for all of the country people needs the extensive facilities that the state can’t provide it, so by virtue of Article 111 of the Labor Law of Islamic Republic of Iran and by-laws of the formation and management of technical and vocational private institutes ratified by cabinet TVTO was permitted until by appealing to the participation in the private sector in order to establish under the technical and vocational private institutes under management of private apprenticeship institutes.

 

 

1-8 Training in ITC:

On of the cases of the TVTO educational is the training of the technical and educational instructors in order to provide for the teaching staff essential for industries and technical and vocational training centers that fulfils in Instructor TRAINING Center in Karaj.

     This center is one of the educational individual centers in Middle West which is benefited by equipments and special facilities that new technology in industrial field are supervised and evaluated continuously and try to feasible knowledge of using new technology and the way of transfer it.

 

 

 

2- Research:   

Research is one of the fundamental activities of TVTO investigates major challenges between the trainings with the labor market and industries and tries to remove it and usually in the fields of recognitions of industries and existing skills in them, gathering of necessary information for provide and complication of the training skill standard and educational and training material software and hardware, study and investigation of the ways and training existing systems  in other domestic and foreign organization, study and suggestion about movement of labor force and to increase the employed workers skill and so creation of formation technical and vocational instructors and attraction the participation them they fulfill these duties in this unit under the title of research management.

 

 

3-Testing and Evaluation:

Evaluation is defined as a process of the regular and intentional gathering of the information and use of the information for justification about trainees and lesson and at last decision and practical acting about investigated phenomena. It is one of the activity cases of TVTO that in fact it is the index evaluation the performed trainings ability and gained skills. Technical testing usually performs in two stages written (theoretical) and practical and everybody who are successes in written testing, so they can participate in practical testing. Technical testing will be taken from all of the training persons in training centers of TVTO and private institutes and every person who requesting assignment technical skill.

      Also the testing will be taken from requesting the training card and taking permission of institutes management by testing units of TVTO is requesting courses and every person who have the necessary skill, so management                    

 

     

 The standards of the considering technical and vocational courses instead of the experience records in jobs classification:

The replacement of standards and consider technical and vocational training courses instead of job’s classification (employment records) in planning of the job’s classification which related to the workshops subject to the labor law, are consider in following cases according to the amendment of  the Article 10 creating trainees centers and in plant and interplant training related to the amendment 2 of Article 110 of the Labor Law of Iran which enacted on 16.1.1992 by cabinet and the executive by-law of the amendment 1 of the Article 40 mentioned law 2.5.1992 and according to the directive 4660.N in 14.5.1994 of the assistant supervisor in the relation word of the Ministry of the Labor and Social Affairs.

 

1.     The characteristics of courses and the quantity of minimum equivalent experiences:

A.     During 18-month training specialized skill course (equal to 2800 hours), equivalent to 8 years experience

B.      During 18-month training specialized skill course (equal to 2700 hours), equivalent to 7 years experience

C.     During 9-month skill level 1 training (equal to 1200 hours),equivalent to 6 years experience

D.     During 6-month skill level 2 training (equal to 900 hours),equivalent to 4 years experience

E.      During in plant and on the job training, skill promotion less than 6 months, proportional to the duration of course, maximum 3 years experience

 

2.     Replacement Condition:

A.     To consider mentioned periods instead of jobs experience, issuing certificate of the assignment the skill standard level is related to TVTO.

B.     To consider the mentioned periods in part 1 instead of experience is requiring suitability period with the job and it should be fulfilled with observation the predictive obtain conditions for the job.

C.     After passing the training course in this way that mentioned in part 1,proportional to the trainings course with job, from the date of the issuing certificate by TVTO, deducted records for experience or educational obtaining conditions maximum equal to experience years for indented course is given back to related person.
